About Hyper
Hyper is a next-generation communications initiative from KSAT (Kongsberg Satellite Services), focused on building a real-time, global relay network by integrating a LEO satellite constellation with KSAT's extensive ground infrastructure. By combining orbital and terrestrial assets, Hyper will deliver seamless, low-latency connectivity for satellite operators across defense, climate monitoring, Earth observation, and commercial domains.
With the system entering advanced development and regulatory engagements intensifying, we are hiring a Regulatory and Frequency Lead to own all aspects of spectrum access, licensing, coordination, and compliance. This role is critical to securing long-term global operating rights for the Hyper service.
Your Role
As Regulatory and Frequency Lead, you will:
Serve as Hyper's lead interface to international regulatory bodies, like ITU, Nkom, FCC, ARCEP, and other relevant international authorities.
Own all filings, coordination efforts, licensing processes, and compliance strategies — ensuring the system has the orbital and spectral rights needed for global operation.
Translate regulatory constraints into actionable system requirements in collaboration with the engineering and architecture teams.
Represent Hyper in international working groups, frequency coordination meetings, and bilateral negotiations with other operators and administrations.
Coordinate with KSAT's legal and spectrum teams.
Key Responsibilities
Lead all spectrum-related activities: ITU filings, national licensing, and regulatory compliance.
Manage regulatory timelines and deliverables across multiple development projects.
Participate in and contribute to ITU-R Study Groups, and regional regulatory consultations.
Support the General Manager and technical leadership with guidance on frequency strategy, regulatory risks, and coordination positions.
Review and interpret new regulatory developments and advise on their potential impact.
Ensure Hyper's architecture and deployment plans are aligned with spectrum availability and usage rights.
Prepare and lead bilateral coordination efforts with other satellite operators and national administrations.
Support the regulatory aspects of ground station deployment, gateway site licensing, and RF footprint compliance.
Qualifications
5+ years of direct experience in satellite communications regulation, frequency coordination, or spectrum policy.
Proven track record managing ITU filings and coordination, including hands-on experience with GIMS, SNL, BR IFIC, and API/A/CR/C coordination procedures.
Strong knowledge of ITU Radio Regulations, CEPT frameworks, and European/national licensing regimes.
Ability to bridge technical and legal domains — including RF system knowledge and policy interpretation.
Experience working with international regulatory forums and representing satellite operators in high-stakes coordination meetings.
Must be a citizen of a NATO member state and eligible to obtain a NATO security clearance.
Bachelor's or Master's degree in Engineering, Telecommunications, Policy, or Law.
Excellent written and verbal communication skills in English; other European languages are a plus.
